Northern Ostrobothnia Climate Roadmap 2021-2030 (2.0)

Towards a carbon neutral Northern Ostrobothnia – Everything matters!

The update of the climate roadmap for Northern Ostrobothnia was approved by the Regional Government on 19 August 2024.

The work to update the climate roadmap started in 2023. In the update, the original policies and measures of the climate roadmap will not change. In order to preserve the message of Climate Roadmap 1.0 and the large amount of data, the updated 2.0 version includes the structure and content of the original roadmap. The changes concern data updates, such as greenhouse gas emissions; The latest figures are presented.

The greenhouse gas emissions of the county’s effort sharing sector have decreased by 11% from 2018 to 2022.

The roadmap includes new information related to key themes, such as energy and land use.
The cultural theme has been highlighted in connection with Key Theme 7.
The views of young people, organisations and the cooperation group on education and research have been heard.
Four Municipal Climate Plan workshops were organised for municipalities, and there were several Climate Coffee events open to all.

The key themes of climate work in Northern Ostrobothnia are:
1. Smart bioeconomy and circular economy serve as the basis for climate work;
2. Energy production and use is sustainable, efficient and low-emission;
3. Transport is low-emission;
4. Agriculture is developing as a carbon sequester;
5. Land use is climate-smart and promotes the circular economy:
6. Forests and peatlands act as efficient carbon sinks;
7. Cooperation and cross-sectoral operating models create vitality and business opportunities.
Adaptation as a cross-cutting theme.

Nearly 190 measures in total.

In climate work, everything matters!

The authorisation of the work and the timeliness of the measures are based on the latest information and extensive dialogue with the actors.
The measures take into account the special characteristics of the area and, in addition to climate goals, strengthen environmental values and the vitality of the area.
Taking social justice into account is central to the implementation of measures.
The results of the work will be utilised in the development of the region.
The climate roadmap will serve as one of the ERDF funding criteria for the Regional Council of North Ostrobothnia in future project applications.

The goal of climate work in Northern Ostrobothnia remains the same: Towards a carbon-neutral Northern Ostrobothnia!

Advisory Board for Climate Work coordinated by the Regional Council of Northern Ostrobothnia, chair Jussi Ylitalo, met 6 times during the update work, and discussed the work in April 2024. The work was carried out closely with the Canemure project (Towards carbon-neutral municipalities and regions) coordinated by Oulu University of Applied Sciences.
