The Regional Programme Oulu Region – The Youngest in Finland combines two major instruments of the Finnish regional development: a long-term Regional Strategic Plan 2040 and a four-year period Regional Programme, which are combined into one single, effective programme.
The Strategic Plan sets out the general long-term development aims and associated strategies for the region. The programme also outlines the central development projects for the following four-year period. The more detailed Regional Implementation Plan outlines the actors for individual projects and preliminary project budgets stated in the four-year period programme. Welfare is one of the programme´s leading themes.
